It is interactive and evidence-first. The agent asks, looks facts up, and synthesizes what people said and what the data shows; the human supplies the facts only they have and makes every decision.

<HARD-GATE> Never write a brief section from nothing. When no material exists for a section, hand back a collection plan for it instead of prose. Synthetic personas and the agent's own reasoning are never evidence — they carry the `[SYNTHETIC]` or `[ASSUMPTION]` tag and never satisfy the ticket-level tier of the Definition of Ready. Every decision in the brief carries the name of the human who made it, or is marked `proposal` until someone does. "It is obvious enough to fill in" is itself the red flag. </HARD-GATE>

Modes

The three situations differ in where the truth lives and what the riskiest belief is, so the question ladder, the mandatory sections, and who signs the Definition of Ready differ too. Full per-mode detail:

Write the coverage line at the top: how many claims rest on interviews, data, and documents, how many on synthetic material, how many on assumptions.

is the right line when a blocking question or a ticket-level section is still on the collection plan: the next step is collecting, and the report's Ready for what paragraph says what to collect and from whom. After the hand-off (step 8),

Rules

The HARD-GATE holds: no section from nothing, no evidence invented, no decision without a human owner. The collection plan is a legitimate outcome — a brief that says "we do not know yet, here is how to find out" beats one that reads well.
Questions are written for the person answering, not for the skill: plain words in the user's language, one concrete thing each, an example answer, the reason it is asked, and what happens on "we don't know" (

). A question that needs the skill's vocabulary to be understood is rewritten or dropped.
Housekeeping (where the brief lands, who owns it, a missing name) is never one of the eight round questions; the round is for decisions. The hand-off in step 8 runs another skill only on an explicit yes, one step at a time.

The agent finds facts, the human makes decisions. Never ask the user for something the repository, the research directory, or the tracker can answer; never decide scope, non-goals, success criteria, or priorities yourself — propose with evidence, then ask. What the user decides in the session is written down as a decision record with their name, so the brief can cite it; unnamed decisions are proposals and the brief says so.
