Decision Memo

决策备忘录

One page, always. Built for decisions that need a record, not decisions someone can make in their head.
始终保持一页篇幅。适用于需要记录在案的决策,而非个人可自行快速决断的事项。

When to use

使用场景

Trigger on requests for decision documents, options analyses, recommendations, or choice briefs. Do not use for status reports or informational summaries.
当用户请求决策文档、方案分析、建议或选择简报时触发使用。请勿用于状态报告或信息摘要。

Required inputs

必填输入信息

Ask for any missing inputs in one batch. Do not draft without the first three.
  1. The decision to be made, stated as a question (required)
  2. Who makes the decision, by when (required)
  3. Current context: what changed, what is forcing the decision now (required)
  4. Options already considered (optional; if provided, use them; if not, generate 2-4)
  5. Constraints: budget, legal, political, capacity (optional but usually needed)
  6. Success criteria: how will Ane know later whether the decision was right (optional)

Structure

文档结构

Produce a memo with these sections, in this order, each under the named H2. Target length: one page, 400-500 words.
生成包含以下章节的备忘录,按指定顺序排列,每个章节使用对应的H2标题。目标篇幅:一页,400-500字。

Decision required

需做出的决策

One sentence ending in a question mark. Name the decider.
一句以问号结尾的话。明确决策人。

Context

背景

Three to five sentences. What changed, why it matters now, what happens if no decision is made. No backstory that predates the triggering change.
3-5句话。说明发生了哪些变化、为何现在至关重要、若不做决策会产生什么后果。无需提及触发此次决策之前的背景信息。

Options

可选方案

Two to four. Never just two unless the user specifies binary. For each:
  • Option label: short noun phrase
  • What it is: one sentence
  • Pros: 2-4 bullets, specific, no generic benefits
  • Cons: 2-4 bullets, including the worst realistic case
  • Reversibility: one of fully reversible, reversible with cost, effectively irreversible. Explain in one clause.
  • Cost: money, time, political capital, or capacity, in the currency that matters most

Recommendation

建议方案

One option, named. Two-sentence reasoning. No hedging. If the recommendation is weak, say the recommendation is weak and name the deciding factor.
指定一个方案。用两句话说明理由。不要含糊其辞。若建议的说服力较弱,需明确说明并指出关键决定因素。

Risks

风险

Three to five. Not the cons from above — the second-order risks specific to the recommendation. For each: the risk, the probability (low/medium/high), the mitigation, the owner of the mitigation.
3-5个。并非上述方案的劣势,而是与建议方案相关的次生风险。每个风险需包含:风险内容、发生概率(低/中/高)、缓解措施、措施负责人。

Next steps

下一步行动

Numbered list. Who does what, by when. Start with the decision itself: "Decide by [date], route via [channel]." End with the first action after the decision.
编号列表。明确何人在何时完成何事。以决策本身开头:「于[日期]前做出决策,通过[渠道]提交。」以决策后的首个行动收尾。

Open questions

待解决问题

Optional. Use only if there is information the decider needs that this memo cannot provide. Use the
⚠️ Data gap:
format from CLAUDE.md.
可选。仅当备忘录无法提供决策人所需信息时使用。采用CLAUDE.md中的
⚠️ Data gap:
格式。

Writing rules

写作规则

Follow CLAUDE.md writing style strictly:
  • Active voice. Subject + verb + object.
  • Sentences under 25 words. Split with periods if longer.
  • Specific verbs: "approve" not "consider approving".
  • No filler: no "in order to", "it should be noted", "as per".
  • No nominalizations: "decide" not "make a decision".
  • No hedging unless uncertainty is real.
  • No em-dashes.
  • No rhetorical questions.
  • State the main point first in every paragraph.
严格遵循CLAUDE.md写作风格:
  • 使用主动语态:主语+谓语+宾语。
  • 句子长度不超过25个单词。若过长则拆分。
  • 使用具体动词:用「批准」而非「考虑批准」。
  • 无冗余表述:避免「为了」「需要注意的是」「根据」等。
  • 避免名词化:用「决定」而非「做出决策」。
  • 除非存在真实不确定性,否则不要含糊其辞。
  • 不要使用破折号。
  • 不要使用反问句。
  • 每段开头先点明核心观点。

Tone

语气

Candid, not deferential. If the recommendation is obvious, say so. If the options are all bad, name that. If the decision can be delayed without cost, recommend delay. The memo serves the decider, not comfort.
坦率直接,无需恭敬。若建议方案显而易见,直接说明即可。若所有方案都不理想,明确指出这一点。若无需付出成本即可推迟决策,建议推迟。备忘录旨在为决策人提供支持,而非追求舒适感。

Limitations

局限性

Do not invent facts, figures, or prior decisions. If a fact is needed and not provided, flag it with
⚠️ Data gap:
. Do not pad to reach a target length. A 250-word memo is fine if the decision is clean.
请勿编造事实、数据或过往决策。若需要某一信息但未提供,使用
⚠️ Data gap:
标记出来。请勿为达到目标篇幅而凑字数。若决策清晰明确,250字的备忘录即可。
